The “Willy-Nicky” Telegrams
You have been assigned to take the part of either Kaiser Wilhelm or Tsar Nicholas in a class discussion. Based on your reading of the telegrams, you should answer the following questions and be prepared to justify your responses:
What is your primary concern? Does it change over the course of the exchange?
Do you think your counterpart (i.e. if you are the Kaiser, your counterpart is the Tsar; if you are the Tsar, your counterpart is the Kaiser) is acting responsibly?
Who is responsible for the situation?
4. What should your counterpart do to defuse the situation? How can you convince them to do it?
